Anticimex advised using construction foam at openings in, for example, the kitchen's water pipes, and also electrical wires that go down through the floor... down towards the foundation... so I need something that withstands moisture but doesn't expand so much that it damages the pipes.

Casco tight foam PU-foam, could that be something or do you know something better?
 
It works with all kinds of construction foam. It can expand upwards or downwards, which is why the pipes are safe. Moisture can move through the foam, but it withstands water without being damaged.

Hmm.....here it was the opposite. Most common types of foam sealant are diffusion-tight when the seam is a few centimeters wide. The same foam often cannot withstand water exposure for a long time without getting damaged.... However, there are foams that can withstand long-term water exposure, UV etc.
