I have mud and sand bottom and want a dock that is cheap (both maintenance, purchase, and installation) and that lasts well for many years. Should I go for a stone pier, floating dock, or piling?

A good tip is usually to look at how the jetties closest to you look. What has worked?
There is no cheap solution that lasts for several years. Building sturdy jetties is expensive. Larger cribbing is difficult to build on your own if you don't have stones available.
Driving piles with telephone poles usually works well in clay/mud/sand. If you get help with that (I guess around a thousand per pole including installation), you can build the rest yourself afterwards. Piling, however, assumes that you have many meters down to bedrock. If it's only a meter or two down to bedrock, it might be wobbly sideways.

With that length, you probably only have a floating dock to choose from unless you want to spend up to 200,000 to make a really good dock.gusgez said:
