I have had issues with moisture in a basement room which caused damage. I have drained and sanded the wall with a diamond sanding cup for an angle grinder. Now there are uneven spots and small holes in the concrete wall. There are also some remnants of the mortar they had on a wall, but it's stuck hard, and I'm not sure exactly what it is. The reason I sanded there is because they had textured stone over the mortar.
What should I use to smooth the wall? Keep in mind it's a basement. The plan is to paint with basement paint (that breathes) afterward.
How can I plaster the wall most easily to get it even? I'm not an expert.
