What kind of pipe/hose is this?

Hello!
What is the purpose of this pipe (or hose) sticking up from the floor in this outhouse?

The power cable seems to go down next to it, and when I shine a light into the pipe, it appears to be empty.

The outhouse was built in 1979 and the pipe is about 7-8 cm in diameter, if that helps

That looks like reinforced PVC. It's mainly used in pool installations today, so figuring out what they had in mind for it at your place is probably difficult... you should find the other end!
