I am currently doing a complete renovation of a summer cottage and have come across an intriguing material that I have never seen before. It is in the spot where the wind barrier paper should be, but it resembles a thick mat of kraft paper with thin strips of paper that somewhat remind me of tobacco. Is it insulation or wind barrier paper or both? The house is old but was moved and erected where it stands now in the early seventies.
