The images below show a metal piece that has fallen from the gutter and the probable cause in what is left (downspout gutter filled with debris).
The house is a year old, it’s about 6.5m up. What is the metal piece, what does it do, how do I fix it (or the contractor, depending on how difficult it is) and how can I prevent more corners from falling down?

Good tips on a quality ladder to reach would also be welcome :-)

Overflow protection, has been sitting in the corner.
Should just need to press it in place, otherwise it's a tinsmith if you don't want to do it yourself.
