Yes, 5mm. The plug should be able to slide in without resistance but also without any play.

In lightweight concrete (isn't that plug the most suitable one, by the way) and LECA, you're advised to drill slightly smaller holes, 4-4.5 mm, and do not wobble the drill making the hole larger because of it.

A tip is to remove the nail from the plug and gently tap the plug in first, sometimes there can be a bit of resistance when inserting the plug, and then it is easier to first tap in only the plug.
