What do I put on the concrete wall?
I have a living room wall that was a bit cracked and bulging. Today I tore down everything that could be torn down. There was putty directly on my blue concrete/lightweight concrete and then wallpaper directly on that, which has been there for about 40 years. The question now is how do I fix it a la 2008? Some putty, about half, is still there and shows no tendency to fall off in the coming years. Do I have to chip everything away?
Can I put drywall directly against the concrete and then wallpaper? Do I need to make any kind of frame construction, and if so, what kind? Or do I do something completely different?
It's a townhouse, and the neighbor lives on the other side of the wall, so it's not an exterior wall or basement. Additional insulation is not an option.

Fill it again! If the old stuff lasted 40 years, you shouldn't expect anything different again. If you want drywall, you can glue the sheets with plaster mortar. Lay thicker lines where you've knocked down the filler.
