I understand it can be very difficult to determine from two pictures, but feel free to offer suggestions/qualified guesses on what building material it is in the images.

As you can see, a small crack has appeared along the painted indoor wall in the direction of the window several years ago. Should one be concerned about asbestos from the crack since the apartment building is from the 60s?

probably plaster.
well. there's no guarantee that it's not asbestos.
asbestos has been popular
 
I wouldn't say particularly popular in apartment walls.

well. it could be a vent channel behind it that has also cracked for example
 
Take a sample and send it for analysis, the image doesn't say much.
