If I have seen correctly, my wall looks as follows:

Brick
--------
Air gap
--------
Wood/asfaboard
--------
Black tar paper
--------
Insulation/studs (NOT much insulation..)
--------
Black tar paper
--------
Interior wall

If I am going to redo the surface layer in certain rooms as I'm putting up drywall and new wallpaper, can I then install some form of windproof material before I put up the drywall? Or will it cause condensation problems?
How else can it be solved?

Both wallpaper and drywall are windproof, so a windproof sheet is of no use on the inside. If there is a leak at the joint between the ceiling and the wall, you can seal it with latex caulk. But don't expect miracles with those measures.
