Sure, that can be done, but in this case, it's a craftsman who did it and he will come here to even it out anyway. The question is whether we can demand that he should tear down some of it and lay it new. Or if it's considered good enough so that just a little leveling is to be done?
 
According to the pictures, it looks good. Puts is quite soft, and can always be created with chisels/similar tools. Concrete/puts "burns" when it cures. It gets warm and often withstands several degrees below zero. If things go wrong, large cracks in the mortar are formed. I don't see anything like that by your windows.
