During World War II, there was a shortage of materials and the concrete was "extended" (procentade might be another term), resulting in lower quality.
 
Concrete that is mixed with too much gravel and stone due to a lack of cement. Sometimes it can be so poor that it can be torn apart with a cheese slicer.
 
Concrete of poorer quality that was poured during the war/right after the war (WW2). Crumbles easily when you try to drill into it or chip it away.
