For example, on Träguiden, it says to have exterior gypsum on the outside and plastic on the inside.

I'm considering using regular wind paper on both the outside and inside. In my case, this concerns a partially insulated garage.

How would you do it?

If most of the time it is warmer inside the building than outside, you should have diffusion-tight plastic on the warm side. This is to prevent warm air with higher relative humidity from creeping into the relatively cold insulation and causing condensation there.
