I was thinking of building wall blocks that are 1.20 long, and I got an idea yesterday. Can't you screw these together instead of nailing?

You could even use anchor screws and angle brackets to make them even more stable, right?

Or can't you do that?
 
sure, you can. What provides the most stability is the sheet materials on the inside and outside.

A tip is to get good bits and a proper screwdriver. Then you either use through bolts through the sill and nail plates or brackets and anchor screws from the inside.
