In 2 weeks, we will take possession of the house, and in the basement, concrete has been laid on the ground. Then plastic, polystyrene, 22mm MDF, and vinyl flooring. In other words, there is 0 diffusion. During the inspection, it was measured up to 22% in the wood panel, so it is not moisture-damaged as it is a lightweight concrete wall, allowing the moisture to move slightly. I am still going to tear up the floor and lay tiles for it to breathe, but I'm considering the wall. Is it safe to install wainscoting 1.2 meters up, or is there a significant risk that the moisture will travel up into the wood?

A basic rule is not to cover basement walls with wood. Then it varies in sensitivity from house to house.
 
A breast panel mounted on spacers might work. As for basements, you may have to take a chance and be prepared to tear down.

Yes, the idea in that case is to install steel studs to allow for circulation.
