Hi!

I'm in the process of converting a large room in the basement into a smaller bedroom, and as part of that, I've torn down the old ceiling. Beneath the ceiling, there's a black paper-like material, which I assume is some sort of vapor barrier?

The room is a heated space and once housed a hair salon.

For the electrician to access the wiring, I need to tear down the paper, but the question is, do I need to put up new paper again? What is its purpose in this case, in a heated basement?

I understand that I need a vapor barrier between the exterior walls and the roof that faces the cold attic, but I don't understand the purpose of this one.
 
It is probably a building paper or windbreak paper as it is called nowadays, likely intended as a dust cover.
 
Can I tear it down and not put it back up again? What would be the consequence of not putting it back up again before the new ceiling goes up?
 
If you choose a more modern style as dust protection.
