Our house has had an unfinished upper floor since it was built in 1989. There has been full insulation between the floor beams and chipboard on top. That is, this chipboard has been in an unregulated climate for almost 15 years now.

The question is whether it can be reused or if new should be purchased now that the upper floor is to be finished?
 
If you haven't had water damage or other moisture problems, then there shouldn't be any issues I believe.
 
I agree with Tommy S.
It must even be a big advantage compared to new since the particleboard has now released its unwanted load of formaldehydes and other crap...
 
If the formaldehyde has evaporated, it's okay, but the levels were significantly higher in the past..
 
If any formaldehyde is left after 15 years, it will stay where it is for the next 15 years as well…. I guess.
