We are in the middle of a kitchen renovation. The electrical wiring is done, and the walls, which consist of hollow bricks and plaster, are spackled and nice. I wonder what the best approach is when the electrician comes to install the outlets. Should we tile first and let them drill holes in the tile, or should we have the electrician install the outlets and covers first, then remove the covers and tile underneath? What would be best / easiest?

Let the electrician do their job first with the boxes before tiling.
 
Boxes and cables are installed first, then tiling is done and the tiler drills holes for all the boxes.
 
Sounds like there might be some confusion with the terminology.

If we're talking about recessed outlets, you need to have boxes recessed into the wall. These must be installed in the wall before it is closed, meaning before the base for the tiles is finished. There are "Rot dosor" that can be recessed afterwards, and with extreme luck, you can manage to thread wires through them. But in cases where it's possible, it takes at least 10 times longer than installing a regular box. And in cases where one fails, even more time is spent before giving up.

Then you tile up to the edge of the box, and the electrician installs the power outlet afterwards.

We're going with surface-mounted outlets, so I assume the electrician installs the boxes (is that what you call them for surface-mounted?), and then we tile up to it and then put on the covers? I only have a conduit sticking out of the wall, no room for boxes in the wall.
