Hi! I’m about to start tiling a small room in the basement. Right now, there's a vinyl floor covering half of the room, which I’m about to tear out. Underneath, there’s a concrete floor.

In the room, there’s a floor drain in the corner, and the water heater stands next to it. The pressure relief valve is connected with a hose hanging down into the floor drain.

Do I need to apply a waterproof membrane in this room? I’d prefer to avoid this so that moisture can move, and the ventilation is good thanks to the inlet vent. I haven’t had any moisture problems down there before and there’s no bad smell at all. However, the outer wall has developed some blisters behind the paint, where if you poke a hole, sand/concrete flows out. I assume this is due to moisture being trapped behind the paint?

I want to fill these holes and then paint over the entire wall. Should I use paint that allows moisture to pass through or the opposite? Any tips on the type of paint?

Those are probably all the questions for now, but I’ll likely have more later.
