We are renovating a house from 1947. The basement is soutureng. There are major problems with moisture as well as mold and bacteria in the floor and lower part of the walls. We are currently removing wallpaper in a room that smells like a basement. Just below the ceiling, we found two 5mm drill holes in the plaster behind the wallpaper. In these holes, there is something that looks like a mix of scratch-off leftovers from a lottery ticket and the type of white moss used in candleholders at Christmas (fibers are between 1-4mm). On the outside of this discovery, it's about 2m to the ground and on the inside 2.75m. Right above the discovery on the outside, there is a concrete balcony with a rather large crack in the plaster.

You read a lot about fungus and other things, but we are doubtful since this is so high above the ground, and the concrete and plaster feel dry on the inside. Could it be a type of filler from -47 that has acquired this consistency due to moisture?
 
Asbestos maybe?
 
Not an old fiber plug then? The ones used in the past before the plastic plug came along...
