I have been to check out a one-story house from '69. The inspection report states that the moisture levels are at 14% during sampling (at the interior walls). It further mentions that a faint chemical smell is detected from the sill plates when drilling test holes. Can one assume from this that the sill plates are already affected by moisture and that it implies problems? ???
 
No, a moisture content of 14% is not high. Chemical odor can come from... chemical treatment, e.g., pressure impregnation. If it bothers you, you can try ozone treatment.
