Hello!

What are the short pieces of wood nailed on top of the sills? (See picture ... .)
In other words, what function are they intended to serve? (None at the moment as far as I can figure out ... .)

Is the sill spliced there?
 
It's probably a solution to be able to nail panels or floor moldings if you install the floor panels first, as there won't be much left of the floor joist to nail into then.
 
The sill is not spliced at all in this room (except in the corners of course ...) which is quite small, 2x2 meters.

These small batten pieces are nailed around the entire room in the middle of the 60 cm opening between the wall studs in the same way.

As far as I can see, they haven't been used for anything (the room previously had glued vinyl flooring). But when I hear the explanation about floor skirting, etc., I realize they might be some kind of preparation for the flooring... .
