This year's big project at home will be the attic. It was furnished sometime in the 70s and needs to be completely redone. Right now, there are 22 tongue-and-groove wooden floors that have quite a bit of flex. Is particle board flooring stiffer, or can I expect the same flex if I replace it? In any case, I have to tear it out to run electricity and change the insulation.

Particle board has only about 25% of the stiffness of wood (an average value), so at the same thickness, particle board is significantly worse. The reason your 22 mm grooved floorboards are also not good is that the distance between the floor joists in the attic is too large for that thickness. The best option is to use thicker boards, preferably 32-36 mm. You can also combine a sheet material with thinner floorboards. Plywood is much stiffer than particle board, roughly like wood.
