Steel rail on concrete floor and screw choice

I am planning (for the first time) to use a steel track for the ceiling and floor when building an interior wall in the basement.

Is there a risk that the steel track might rust if it is placed on damp concrete? Should you use a sill paper (equivalent) underneath?

What screws should be used to attach wooden studs to the steel track? I imagine it should be a screw that can drill through the steel track but still hold well in the wood. Or should you pre-drill the steel track?

If it is a regular metal sill made of fairly thin sheet metal, common drywall screws or similar can work to attach studs. It's usually possible to screw through the rail without pre-drilling.

A sill paper or similar, as you mention, is probably not a disadvantage either.
