I am working on an extension and encountered a small issue regarding the joint on the floor joists. The plan was to splice them with mending plates over the central support, but I received the wrong size. (Joists are 220mm but I got 120mm plates) each joist spans 3.6m.

Can I glue and screw them together as the picture shows or is it better to cut the long block against the other and scarf joint?

Why splice at all? You seem to have enough supports to set them up individually and just brace them sideways.
 
That solution is better than lashing the issue.
That solution provides a fixed clamped end in the middle, and the floor halves "help each other."
