We're renovating the hobby room in the basement. Previously, "car dealer panel" was glued onto the interior walls (thanks to this thread for the term https://www.byggahus.se/forum/threads/vaggpanel-fran-70-talet.323110/), and woven wallpaper on the exterior wall. Under both the panel and wallpaper was a layer of plastic paint and then plaster. On the exterior wall, we've worked hard and removed all the plastic paint, down to the plaster! We'll be applying new mineral plaster/spackle and painting with diffusion-open paint, we've got that under control. We've also removed the plastic paint on the lower 15 cm of the interior walls, as we saw a few moisture bubbles there too.
But for the interior walls, which have plaster-plastic paint and now adhesive residues from the formerly glued panels, we don't know how to tackle this. The adhesive residues are very stubborn, neither scraping, steaming, solvents, nor label off have worked, and we're not keen on scraping off the paint like we did on the exterior wall. The house was drained sometime in the last 20 years, but the plastic paint, panel, and wallpaper were older than 20 years, so the moisture bubbles we saw might be old.
We might consider spackling over everything, plastic paint and adhesive residues, to then paint with the same paint used on the exterior wall, but I think moisture from the spackle will creep behind the plastic paint and cause it to peel. Primer? Are there inorganic boards?
