I have built a dense noise barrier that currently only has a wall of standing 120x28 decking. A noticeable difference already. I've read a bit about it being better with double walls and insulation in between.

The absolute cheapest option suggested is regular glass wool between the walls.

I was just thinking about placing a sloping board on top. Do you need to moisture-proof the glass wool in some way, or does it not matter if it gets moderately wet? Any other cheap material?
 
Make sure to have drainage at the bottom. Glass wool doesn't mold or rot, but if it gets too wet, I assume the soundproofing will deteriorate.

Baseboard in mineral wool might be even better?
 
I'm guessing wildly that you'll get a better reflective effect if you use a wide "cover panel" to seal any gaps in your existing wall and make sure to seal properly against the ground. The purpose of having rock wool in a noise barrier is to absorb the noise, which it doesn't do in a sealed construction... See the construction of NoiStop Green, for example.

I'll look into that. It occurred to me that it should be an open construction towards the road where the damping material is located to absorb it.

I sealed most of it against the ground today.

I buried a printed rule on the back so it goes up over the bottom edge. We have a lot of sand in the soil, so the wood lasts a long time even underground.
