I am considering how one could build a staircase similar to the one in the picture.

I am making the stringers out of some kind of angle iron, so that's fine, but I am wondering what is usually done with the treads. Do people use oak entirely, or do they use some other cheaper material as a structural base and then cover it with a veneer of, for example, oak (from any staircase renovation firm)?

I would appreciate some construction tips on how this small and relatively simple stair could be built.

The height from floor to floor is 38cm, i.e., two steps.
