Sill and sill frame?

Some real beginner questions, hope you'll bear with me.

Do I need a sill and sill frame for a cabin measuring 4.8 x 6.0 m that I plan to place on concrete blocks? Or can I place the floor joists, 45 x 145, directly on the blocks and put the walls on that? I suspect that won't work due to moisture and rot.

It is rather the load-bearing capacity, i.e., strength, that makes you follow the recommended construction.

A small addition:
You should have sill insulation between the plinths and the sill frame as well.
