Should there be water here?

I think this is an intake for radon. On top of it sits an angled pipe.

Removed the pipe today and saw that water had collected in the pipe.

Is it okay? Built 2022

No, there should not be water there, risk of the pipe freezing and breaking.

Ok, so what do you do about it?

Finding out what the pipe is for and if there is backflow or a blockage in the pipe is a good start.
