should Primer/Adhesive dry??

Going to apply so-called self-leveling compound, FINJA Repair 260, and before that primer - the question is: should this primer dry completely into the concrete before applying the self-leveling compound or should it be done while the primer is "wet"?

Usually stated on the packaging, it's about a drying time of 1-3 hours if I remember correctly. Don't forget to thin it if you're priming on concrete (absorbent surface).
