Unfortunately, I found a blunder by the contractors who renovated the house for the previous owner. When I took down a ceiling, I noticed it was damp but didn't understand why since there aren't any water pipes at all and it's an "inner room." Then I pulled out the anchor plugs that the beams were attached with in the ceiling, went upstairs to wash my hands in the upper bathroom, and when I came down, there was a lot of water on the floor. At first, I thought it was the water pipe but placed a bucket underneath and poured water from a bottle into the sink, and then it runs out of the 8mm drill hole in the ceiling.
It's likely drilled straight through the drainpipe that is embedded in the concrete floor because it only runs out when something is poured into the drain.
Should the home insurance or the builder's liability insurance cover this?
Otherwise, the question is if it can be fixed from underneath, by chipping away to expose the pipe and inserting a plug with plastic padding or something? It's a bathroom with a waterproof membrane above...

Reline the pipe and you won't have to dig it up. It should cost under 10,000 SEK, probably significantly less.

When I continued tearing down the ceiling, I see that the company that did the previous renovation sealed in two other places. They chipped out the ceiling and glued an orange plastic piece over it.
Is it a special sealing patch or just that they happened to have an orange plastic piece they glued on?
