Hello,
I will be installing a support rail from Elfa that is about 120cm wide, with 3 hanging rails that are 230cm long, with brackets and shelves.
The support rail has 9 holes, is it enough to screw in 4 screws with brown plugs, will it hold?
With clothes, the total weight would be a maximum of 150kg, I would guess.
The wall is brick with plaster or light concrete.

If the carrying rail has 9 holes, I would use ALL of these 9 holes.

It is possible that it might hold with 4 screws (with the right dimension/length of the screw), but why take a chance at all?
 
The instructions state that the mounting rail can support a maximum of 90 kg per hanging bracket when fastened with screw and plug R6 in brick, provided that you fasten in all the holes. If you place the hanging brackets directly under the screws, it might be fine with fewer screws, but if they end up between two screw holes, you should probably place screws on both sides of the bracket.

It will probably be 9 holes in the wall, brown plug and 5.0mm thick screw at 4cm length.

If it is lättbetong, you should not use brunplugg but lättbetongplugg; preferably plug after the plaster for better strength, i.e., the edge of the plug should rest against the lättbetong.

The screw should go through the plug with at least 5 mm also for maximum strength.
