Scaffolding rules

I have bought some scaffolding for home renovation, but now between renovations, I would like to rent out the scaffolding.

What rules apply if I rent it out to private individuals, do I need a scaffolding course, or can the person who rents it take responsibility for assembling themselves, and what happens if this person hires labor who get injured due to poor assembly???

My idea was to offer assembly through a guy but assume the customer fixes it themselves....
Who handles such questions, which authority is responsible within construction?

One must be able to provide building instructions when renting out scaffolding. That was one of the few things we learned in the "course."

Available for download on Hakis' website, so it's not a problem.
