Hi!

I'm planning to put up a wall in a large room to create two rooms.
My question is about the floor. I have to lay a new floor in the new room because there were fixed wardrobes in that part.

When is it easiest to cut the floor?

Before I put up the new wall, or after?

Should the floor rule be on the old floor, the new floor, or in between?

Hmmm...it became more than one question. :)

What type of flooring are we talking about here, parquet? Similarly, what is underneath the current floor, chipboard?
 
Yep, parquet, and underneath it there is some thin white insulating foam rubber mat and then chipboard flooring.

Since you are going to replace the floor in the "new" room anyway, I think you should cut open the floor (circular saw) now, before attaching the floor beam, which should then be screwed (glued) directly onto the chipboard!
