Our 6 sqm hallway has newly laid wooden joists with 60 cm spacing.
On top of this are 22mm chipboards.

Can I lay tiles directly on this, or should I use plasterboard first? If so, should it be 13mm or double?
 
Floor gypsum and a lot of screws. It's almost always done by my buddy who's a tiler. Try to position the short side joints so they align with the studs.
It is 13mm.
 
BKR prescribes bending stiffness at least equivalent to 22mm chipboard on cc30, and the chipboard should be glued and screwed.

I suggest that a layer of floor gypsum be placed on top of the chipboard (which is properly screwed into the beams) and that the floor gypsum be fully glued to the chipboard. You can skip the screws if you fully glue it, it will hold like a rock anyway.
