Replacing floor joists in the frame?

I'm in a dispute with the former homeowner about a latent defect (rotten floor joists) that must be replaced. The joists are located in the floor of the newly renovated kitchen with tile flooring. In my opinion, one should replace them from above for the job to be done properly, while the opposing party says they can just as well be replaced from below. My question then is, couldn't there be settling and cracks in the tile floor if it's done from below?

won't it be difficult to attach the chipboard to the studs if you change from below?
Have you consulted a carpenter about what is the appropriate approach?

They can be replaced from underneath, you can place a beam next to the old one and then pull them together from the side. Then you remove the damaged part, most often it's the lower part that is damaged. But it’s not a fun job.

How did you solve this?? Was it possible to change it from underneath?
