Hi

thick paint flakes are starting to peel off the foundation.
Should one plaster with something before painting? If so, with what?

Should I press away the loose parts with a hammer? You've probably had more to drink than I have tonight

but if I remove the flakes, some plaster comes off with it. How do I get it to the same level before painting?

Take a knife or hammer or spoon etc. and scrape/chop away everything loose. Only one picture so I can't see the extent. Polish with https://www.se.weber/fasad-puts-och-murbruk/putsbruk/weberbase-135-putsbruk-c-hand Pre-water before you polish, apply thinly and scrape with kanitz.
