Well, what can I say, I was trying to remove a hook from the ceiling which is apparently old plaster. Pulled the hook the last few millimeters and then a chunk of the ceiling came off. The diameter is about 8 cm and the depth is 4-6 cm. How do I fill and repair this hole in the most efficient way so that it can also be painted over?

Mix regular spackel with a little cement, it becomes hard and does not sink, spray a little water on it so it is not too dry, fill it in so it is a few mm below the existing ceiling, it becomes hard and is very difficult to sand, then spackle as usual. It will have a different texture there but nothing can be done about it.
