We are renovating the stairs to the upper floor. A panel has been mounted on top of the stringers and the interior walls have been adjusted accordingly, which makes it not an option to remove the panel.

We will remove the plastic mat and then just sand the stairs, but how do we achieve a neat finish on the panel against the stairs? It has probably looked like this since the 70s, with gaps here and there.

I would use a skirting board, maybe a 12x44 skirting. The skirting should "climb" with the stairs all the way. There will be a gap between the skirting and the panel above the skirting. Fill that gap with caulk and then paint everything. One color for the stair treads and one for the skirting/panel. The skirting also serves a function as it protects the panel when you vacuum. (If you do that now);)
 
What would it look like with fake stringers? For example, plane down 45x220 to 20x220 and then saw out for the steps.
A lot of measuring, of course, but make templates out of chipboard or hardboard and you'll be there in no time.
