Our staircase is perhaps from the 1920s-30s. Incredibly steep and difficult to walk on. The height of the steps is 16cm and the depth is only 20cm.

Am I thinking wrong, or is the only way forward to change the slope of the staircase? To succeed with that, I would then need to open up the floor structure and take space from the upper floor. Or are there other ways to achieve comfortable steps?
 
16cm steps do not make a steep staircase, but the step length is very short. If you measure the floor space that the stairs currently occupy as well as the floor-to-floor measurement, you'll get a better idea of what can be done. Is it an open or closed staircase? Under the steps, that is

Edit. The ratio between the step depth and the step height is incorrect. That's why it's difficult to walk on it. The rhythm is off.
