How can one best restore a wooden staircase that has been carelessly brush-painted across the joint between tread and riser, stringer, railing... everything? Under the paint, there is some form of lacquered pine. Should I scrape/sand/plane with the effect that even the original lacquer will be destroyed, necessitating further treatment... or... Are there chemicals that can make the latex paint (which I believe it is) release without damaging the original staircase (and that don't leave a lot of bad residues)? Or are there more options?

The staircase was likely painted because the surface looked bad, so even if you happen to find a way to save the surface and only remove the paint, you probably won't have done anything worthwhile anyway.

In other threads about similar issues, something called "lackfräs" is sometimes recommended...
