Hello,

Does it count as an intervention in a load-bearing structure if one grooves and mills outlet holes for electricity in a load-bearing wall? The wall is made of brick.

Yes, the wall is plastered, about 1.5 cm of plaster before the brick. A rabid neighbor came and rang the bell, asking what I was doing and said that the wall is load-bearing.
 
So you have tackled a load-bearing wall without first finding out if it is a load-bearing wall and without finding out if your intervention could affect a load-bearing wall. A wall that, as I interpret it, is also shared with a neighbor. Well, then it is not the neighbor who should be called ugly names.

Depending on how much damage you cause, it can absolutely affect the load-bearing capacity.

The dose hole is unlikely to affect the strength of the wall. However, tracing for the cable can be a break indication and thus completely unsuitable. It's best to refrain, but ask the board if the intervention is feasible, if the wall is even load-bearing, because I assume it's not a rental.
 
The doshål does not affect one iota. Everything else might be a bigger issue, however. If you're going to pull from the floor/ceiling and the doshål is very close to either the floor or ceiling, then forget about the neighbor. However, if there are several meters of tracking, you should reconsider.
