Because you can hide the gap down there with a baseboard. You can obviously do that up top too, but it's not as common to install molding on the ceiling.

I seem to remember cutting some masonite pieces. Then it was just about placing the plasterboard and screwing it. If you use two "stacks," you can also vary the height as needed.
 
The carpenters used one of these when I worked in construction:

The crossbar in the middle is movable and moves down towards the board when you pull the handle outwards, and then it holds the board up.
