Rained in during shell construction - what measures should have been taken?
Then I know what to ask for. If he certifies that this was done correctly and can show it in some way, that would be great. How serious this potential mold is right now can be debated. If no new moisture is introduced, there is building plastic on the inside, etc., it's probably quite inactive now, and shouldn't really impact anything or anyone significantly. But of course, everyone wants to avoid mold in their house, however harmless it might seem.
How to determine mold presence inside a wall that has dried, I don't know. I don't think there's any really good method. A mold dog maybe? I've heard that mold dogs aren't always reliable, sometimes indicating where there is nothing, sometimes missing it. According to what I've heard/read. Maybe someone else knows a bit more?

Well, it should
1. have been weatherproofed immediately.
2. have had heating and/or dehumidifiers applied, preferably both.
3. had surface layers torn down as needed to inspect and measure moisture.
4. not have been rebuilt until moisture levels reached the right level.
5. have had damaged material replaced.
