I plan to build a storage room and home theater out of our rec room in the basement, but I have a couple of questions about this. I am planning to lay a Platon floor with chipboard over it.
1. What should I do first? Lay the floor or build the partition wall? It's easiest to lay the floor first, but I heard it might be unwise to build a wall on top of a floating floor. How do you attach the wall to the floor without making holes in the Platon membrane?
2. How do you best build a soundproof basement wall so that it doesn't absorb moisture from the side walls?
Hope someone here can steer me in the right direction.

It depends a bit on how you plan to build, but if you have a concrete ceiling, you can attach the wall firmly there.
Since you mention Platon, I assume you have a slab on grade or other moisture coming in. It is then better not to build the wall on the slab since moisture can then travel up into the wall.
