questions about concrete roads and lime mortar

I have a few questions about concrete walls and lime mortar.

I have a food cellar that is built with hollow blocks and then they have applied a layer of lime mortar about 2cm thick.
Now I'm wondering what to do with the walls. They are so fragile, you don't need to touch them much to damage them.

Should you remove all the lime mortar and apply new, like gypsum mortar or something?

Then how do you deal with cracks that are on the walls, what steps should be taken to prevent them from coming back?
