Building up the door opening and removing the staircase, as well as completing the drainage at the former door opening and filling in the stairwell with "soil" is usually the norm.

Today, the basement stairs are connected to the house at two points, but maybe it involves chiseling away the whole thing... I had a thought of cutting it down a bit below ground level and then sealing it with concrete.
 
Do you need to cast? Can't you just block off the door opening, seal the outside somehow just in case, and fill with mass?
