My idea is to drill holes in the leca blocks and cast down post shoes
In the wall to then build up the fence...

Have never needed to use it myself but it is the right way to attach hard objects in porous materials.

If there are many holes, then expanding concrete is a solution. Since it's not a hanging load, you don't need to go for the high-end products around anchor mass that cost quite a bit.
Just drill holes that are 2-3mm larger than the post shoe, fill 2/3 of the hole with expanding concrete and press the post shoe into the hole and align it or fix it.

Putting a fence in a lecablock feels pretty naive considering that they definitely can't withstand the stresses. The blocks will crack with the slightest side load from the fence.
