Beginner warning on this question, please be patient
I have a house where the previous or the one before that owner has made some small holes straight through the outer wall to run various wires to the garage (phone, interconnected smoke alarms, TV, etc.). I am inherently wireless and want to remove the wires; the question is, how do I best plug the holes in the wall?
The inner wall is particle board or board, and the outer wall is wood paneling; I have no idea what's in between.

Well, you might be able to fix the outer wall with some wooden dowels glued in place. Sharp chisel to level them off and then some paint. The inner walls can probably be fixed with some sand filler or something similar.
If you have a moisture barrier, it's punctured, and it will likely remain that way unless you want to tear down the chipboard and repair the plastic. But if the house is old, it's not certain that there is any plastic at all, and in that case, it can't be punctured, and you have no problem 
Even if you have a moisture barrier, I don't think it's a huge catastrophe if it's punctured in spots. It's difficult from the start to get it 100% sealed (unless you place it inside the insulation and run the electricity, etc., outside). I would personally turn a blind eye. It doesn't seem reasonable to tear down the interior walls...
